BOISE -- A new legislative study shows Idaho state employees are paid less than a competitive market wage and that low pay is a key factor in turnover.

The Office of Performance Evaluation report released last week shows 90 percent of state workers are paid less than the policy rate for their pay grade. The policy rate is intended to be competitive with hourly market rates for comparable public and private sector jobs.

OPE staff also found that Idaho state employee wages are nearly 11 percent below state employee wages in eight surrounding states.

The study did not include public school employees or elected officials. The survey is based on responses from more than 11,500 workers -- of which nearly 25 percent said they intend to leave their jobs in two years.
