CALDWELL A 58-year-old Parma man must spend at least 10 years in prison for lewd conduct with a minor.

Canyon County Prosecutor Bryan Taylor says Pedro Hernandez Munoz was sentenced Monday to 22 years in prison, with 10 fixed, by Judge Bradly S. Ford. The state had sought life in prison, while Munoz s attorney argued for less than 5 years. Munoz was also ordered to register as a sex offender, pay the victim $5,000, and have no contact with the victim.

Prosecutors say the 14-year-old victim was sexually assaulted while visiting a friend s house in Nampa on Dec. 31, 2010. She is said to be developmentally delayed and was assaulted in a bathroom. Police were able to link Munoz to the crime through DNA testing.

Munoz fled the area, but was arrested two years later. He denied having sex with the girl.

Not only do we have a victim who is vulnerable because of her age, she has disabilities which added to her vulnerability, Judge Ford said at sentencing. Mr. Munoz, your victimization of this minor delayed child is despicable. I m not sure why you are unable to perceive this; I have an obligation to make sure you don't do this to anyone else.

This is a vulnerable child and the defendant played upon that vulnerability. Then, instead of taking accountability for his actions, he fled, said Deputy Prosecuting Attorney Erica Kallin.
