BOISE -- In a battle of state versus local control, state lawmakers want the right to override the city of Boise if city leaders don't approve a new parking garage near the Statehouse by next month.

On Wednesday, the Senate State Affairs panel approved a measure allowing the state to build the $8 million, 580-car garage without the Boise City Council's approval.

In January, a city panel rejected part of the garage's design.

The state has appealed, but the Boise City Council won't rule on that until late April.

That's got state officials scrambling, since they've already sold bonds to finance the structure and are counting on parking revenue to pay them off.

Boise Rep. Holli Woodings opposed the bill, saying Idaho's move to override local officials would boost cynicism about government.
