PORTLAND -- An Oregon man who stripped naked at Portland International Airport to protest a security check is back before a judge to fight the federal government's proposal to fine him $1,000.

In testimony Tuesday, Transportation Security Administration workers described how John Brennan disrobed -- an act caught on smartphones and relayed on the Internet.

Brennan says that after he was told material that could go in a bomb had been detected, he took off his clothes to show he didn't have one.

The administrative law judge hearing the case says he'll rule later. Brennan says he expects to lose because he won't be allowed a free-speech defense. He says he plans to use that argument in an appeal to federal courts.

A local judge acquitted him, calling the act protected expression.
