Woman rescues toddler who was neck-deep in Portland pond

PORTLAND – A neighbor’s dog notified its owner that a 2-year-old child was neck-deep in water after the child’s grandmother had fallen asleep while drinking alcohol, said Sgt. David Thompson with the Washington County Sheriff’s Office.

It all started at around 1:30 p.m. Friday when 23-year-old Kerri Cooper was in her apartment at 18700 NW Rock Creek Circle in Northwest Portland.

Her dog "Lucy" was looking out the window and was barking uncharacteristically. That’s when she looked out the window and saw a small child walking by himself and heading for a large pond in the middle of the complex’s courtyard, Thompson said.

When Cooper got to the child, he was already neck-deep in the pond. She pulled him out and took him to the office while she called 9-1-1.

After deputies showed up, the child’s grandmother, 58-year-old Rochelle Huegli came to the office looking for the child, Thompson said.

Deputies then learned Huegli was the babysitter and had fallen asleep, unaware the boy was able to open the door and get outside. Deputies also determined she had been consuming alcohol.

Huegli was arrested for criminal mistreatment and child neglect. The boy was turned over to his parents.
