NAMPA -- Nampa's mayor is looking on the sunny side as he begins his third term.
In his ninth State of the City address, Mayor Tom Dale said more than 40 businesses either opened or expanded in Nampa last year.
At the same time, he says it's too early to declare an economic recovery.
Dale also talked about future plans for Nampa -- including a new public safety building and a new library.
