BOISE -- House Majority Leader Mike Moyle has opened a rift with Gov. C.L. "Butch" Otter, opposing his plan for Idaho to adopt a state-based insurance exchange.

In a guest editorial, Moyle said a state exchange won't necessarily give Idaho more flexibility and control.

The House's No. 2 leader suggests Idaho follow 23 states that have rejected a state exchange.

He also pointed to Otter's 2011 executive order forbidding state government from expending resources on President Obama's health care overhaul.

Exchanges are meant as online insurance marketplaces for individuals and small businesses.

Otter said last week he favors a state exchange, but left a final decision up to lawmakers once the 2013 session starts.

Moyle says Idaho should wait and see how it all works, before buying "a pig in a poke."
