BOISE -- Two measures pushed by the Idaho School Board Association giving school districts more leverage in teacher contract and salary negotiations face potential changes on the Senate floor.

The Senate Education Committee referred the two bills to the full chamber Monday. One bill would give districts permission to reduce salaries, while the other would limit terms of salaries in the broad master contracts to one year.

Last week, the committee heard nearly three hours of testimony on the bills, which have been altered several times this session.

School districts say both pieces of legislation provide critical flexibility for schools operating on razor-thin budgets.

But teachers who oppose the changes say it sends a negative message to educators and voters who struck down similar laws at the ballot box last November.
