TWO WORRIES: Investors are worried whether Congress can get a spending bill passed by Tuesday to keep government operating, and about whether the debt ceiling will be raised by mid-October.

WHY? Without funding, some of the government will shut down Tuesday. Many federal employees would be sent home and national parks would close. Workers could spend less, tourism could be hurt and trade disrupted.

WHAT'S NEXT: Monday is the last day of the federal fiscal year, so a government shutdown could happen on Tuesday without a deal.
