BOISE -- Idaho voters have joined seven other states in approving constitutional amendments to ban gay marriage.

But voters here rejected a proposition that would have limited the power of local governments to make land-use decisions.

With 92 percent of precincts reporting this morning, more than 63 percent of Idaho voters were in favor of the amendment that not only bans gay marriage but also any domestic unions outside of traditional marriages.

Proposition Two, which pitted private property rights against the power of local governments to make land-use decisions, lost with nearly 76 percent of voters casting no votes in returns this morning.

With 880 out of 952 precincts reporting, only about 24 percent of voters were in favor of the proposal.

The race was closer on Proposition One, which called on lawmakers to increase school spending by $219 million a year.

The proposition lost with just over 55 percent of voters against the plan, and nearly 45 percent for it, with 92 percent of precincts counted.

More than 58 percent of voters approved a constitutional amendment designed to limit the use of money from the state's settlement with big tobacco companies to health-related purposes.
