Exchange looms as Otter, Labrador expected in race for governor

BOISE -- With Gov. C.L. "Butch" Otter raising cash for a planned third-term run in 2014, he finds himself deeply divided from his undeclared but presumptive GOP primary rival, U.S. Rep. Raul Labrador, on an issue hardly of his choosing.

That's whether Idaho should adopt a state-based insurance exchange, foreseen under President Barack Obama's health care overhaul.

Otter in 2010 pushed Idaho to sue the federal government in an unsuccessful bid to block the Affordable Care Act.

But he now finds himself backing a state-based exchange.

Meanwhile, Labrador took a break last week from his congressional duties to campaign against Otter's plan -- in the halls of the state Capitol.

Otter says he's not upset at Labrador's intervention, saying it's the kind of legitimate disagreement necessary for a healthy marketplace of ideas.
