COEUR D'ALENE -- A northern Idaho woman who Coeur d'Alene officials say violated campaign finance disclosure laws in an attack ad intended to sway 2007 municipal elections has agreed to pay the city $2,500 to settle a lawsuit filed by the city.

Kathy Sims of the Concerned Taxpayers of Kootenai County apologized, through her attorney, at a city council meeting Tuesday.

Fliers mailed by the group urged citizens to oust incumbent council members Al Hassell, Ron Edinger and Dixie Reid.

Hassell and Edinger listened to the apology from their council seats. Reid didn't run in the 2007 election, making the decision before the attack ad was distributed.
