Otter backs off plan for Idaho virtual horse races

BOISE -- Gov. Butch Otter no longer supports a plan to allow pari-mutuel betting on computer-generated horse races starting in November following objections from House and Senate lawmakers who want the 2009 Legislature to consider the matter.
Otter told the Idaho State Racing Commission Thursday, "There simply are too many questions surrounding the technology and process to move forward."
Steve Bieri, who runs Les Bois Park in Boise, had introduced a plan for "virtual horse races" he says would benefit horse groups, bolster race purses and prop up flagging revenue.
In response, the Racing Commission backed a temporary rule to allow betting on such games to start Nov. 17.
Otter originally signed on, but agrees now the Legislature should weigh in first -- after a lawmaker panel on Tuesday declined to support the plan.
