Prosecutor: "sex fest" suspect tried to buy off victims

BOISE - A prominent Boise business owner and another man have formally been charged, after police say they held a “sex fest” with two teen girls in an Eagle home earlier this month.  Now prosecutors say Richard Phillips tried to buy off the two girls by offering them money in “an attempt to influence their testimony" after he bonded out of jail.

A Grand Jury handed down an indictment on numerous charges of lewd conduct with a minor under 16 and sexual battery of a 16/17-year-old Tuesday. 

Ada County Sheriff Gary Raney said the girls participated in a "sex fest" with the men, composed of "numerous sexual acts" on the night of July 5th.

Phillips and Michael Hodge both posted bond of $200,000 – but were ordered to not have contact with either of the two victims in the case.

Phillips now faces a felony charge of influencing a state’s witness, in connection with the allegation that he tried to pay the teen victims.

The judge in the case ordered Phillips be arrested again – and held on a new, higher bond of $500,000.  If he is able to post bond, he will be placed on house arrest.

Deputies say they found the girls at Phillips’ home earlier this month. Raney said a reward of some kind was offered for the sexual acts, but deputies are not calling this a case of prostitution - and notes the girls went to the home on their own accord before any type of monetary incentive was discussed.

Phillips is listed in public records as the co-owner of the company that owns the BanBury golf course in Eagle. He is also listed as the owner of the Republic Storage - which has about a dozen self-storage locations throughout southwest Idaho.

Police say the events unfolded at Phillips' home on South Whitepost Way, near the BanBury course.
