Semi driver charged with manslaughter after deadly I-84 crash

BOISE -- A Georgia man has been charged with felony vehicular manslaughter in connection with the death of a man who was riding in his semi truck when it overturned on Interstate 84 more than a year ago.

Justin Brian Whitlock, 26, was booked into the Ada County Jail Monday morning.

According to the crash report, Whitlock was high on methamphetamine and amphetamines when the Freightliner semi truck he was driving drifted off the left side of the highway near the Blacks Creek exit during the earlier morning hours of April 21, 2016.

The semi rolled, breaking open and landing in a canal ditch alongside I-84. Whitlock's passenger,  47-year-old Michael Horne of Resaca, Georgia, died at the scene.

Whitlock was taken to Saint Alphonsus Regional Medical Center by ambulance for treatment. Idaho State Police learned he had tested positive for drugs in September 2016, and a warrant was issued in the case March 22.

Whitlock is due to appear in court Tuesday afternoon. If convicted of vehicular manslaughter, he could face up to 15 years in prison.
