Police: Man wearing skirt flashed people at 3 Ontario stores

ONTARIO, Ore. – A Payette man is charged with three counts of public indecency after police say he exposed himself to customers at three stores in Ontario on Saturday.

Around 3:30 p.m., officers with the Ontario Police Department were called to the Idaho Youth Ranch store at 2588 SW 4th Avenue. A man exposed himself to a customer, but left prior to the arrival of police.

Less than an hour later, officers were called to the Salvation Army Store at 1293 SW 4th Avenue regarding a similar incident. The suspect left prior to the arrival of police.

However, witnesses were able to provide police with a description of the suspect and observed he was driving a white Dodge Dakota pickup with Arizona license plates. The suspect was wearing a black tennis type skirt, a dark gray t-shirt and camouflage hat.

About 25 minutes later around 4:45 p.m., an Ontario Police officer spotted the suspect’s pickup in the parking lot of Red Apple Marketplace at 555 SW 4th Avenue in Ontario. Police maintained surveillance on the truck from a distance.

Around 5:30 p.m., a customer of Red Apple Marketplace called Ontario Police dispatch after a male subject exposed himself to her.

Officers arrested 50-year-old Marcus Dean Payne as he approached his pickup. He was booked into the Malheur County Jail on the three felony charges.

The Ontario Police Department says there may be other victims and they would like to hear from them or other witnesses. They are urged to call police at 541-889-7266.
