On Capitol Hill Thursday a mother's tragedy and an effort to prevent others like it.

"Bobby had a chance to wear his first Halloween costume. He didn't get to sit on Santa's lap and he never and never blew out a birthday candle," said mother Susan Cirigliano.

Susan and Rob Cirigliano's six-month old son died in 2004.

He suffocated in the type of drop-side crib the government is now working to ban.

"We will have the standard by the end of the year," said Consumer Product Safety Commission Chairwoman Inez Tenenbaum.

Right now it's strictly voluntary.

The industry says it supports tougher standards.

Consumer advocates say rules and recalls aren't enough.

"These cribs remain out there once they're recalled. so if there are seven million cribs recalled, more than half of them are still in use," said Nancy Cowls with the consumer group "Kids in Danger."

The mandatory rules are expected in December but they only apply to new cribs.

The CPSC has a comprehensive web site for all recalls including cribs.

That web address is www.recalls.gov
