Tax protesting Rep. Hart ousted in GOP primary

BOISE -- A tax-protesting northern Idaho Republican representative has lost in his four-way primary.

Rep. Phil Hart was defeated by challenger Ed Morse in Kootenai County's District 2 race.

Morse faces Democrat Dan English in November.

Hart has been fighting the state and federal government over hundreds of thousands in unpaid income taxes.

He's written a book that challenges the legality of income taxes and has been a regular sponsor of bills seeking to allow Idaho residents to make payments in gold and silver.

A four-term lawmaker, Hart has also acknowledged taking state-owned timber he didn't pay for in the mid-1990s to build his home in Athol.

Morse, a Hayden, Idaho real-estate appraiser, raised $16,500 to Hart's roughly $6,000 total ahead of the primary election.
