BOISE -- Animal advocates gathered at the Idaho Statehouse Tuesday morning to encourage lawmakers to move forward with a bill that would make torture of domestic pets a felony.

Representatives from the Humane Society and the ASPCA sponsored the rally called "Humane Lobby Day."

The proposed bill would make animal torture a felony on the third offense.

Those in favor of the bill say it could be stronger, but it’s a step in the right direction.

"People who torture animals go on to commit crimes against humans down the road,” said Lisa Kauffman,
Humane Society of U.S. “Almost every single serial killer on death row, the FBI has done a profile on them, and they have all had severe animal abuse or torture in their background."

A House committee has already approved the bill and the full House is set to debate it.
