Gov. Butch Otter has signed a disaster declaration for the city of White Bird.

The north-central Idaho town located south of Grangeville has been without clean water since late last month.

People in that city are on a public water system served by two wells but emergency management officials say at least one of the wells failed when the system lost pressure, cutting off water completely.

The cause is unknown.

Boil-water advisories remain in effect and apply to drinking water, making ice, brushing teeth, washing dishes and all food preparation.
